If that's what 19000 equates to, should we expect that we will not get any tier two blocks unless we shift all the allocated ones in tier one? (which we won't). That will be interesting to find out. A better arrangement would be to use both tiers in less blocks. I was rather fancying going in the second tier this time, although tier one has been fine on the previous occasions.
