I think the sales strategy is also to make it look better for tv. The main cameras are opposite the dugouts so they will fill the sides and up to the goal in the lower tiers leaving the side of the cameras empty as nobody sees that so much on TV. As already said it’s better for atmosphere too rather than having to shout at the person next to you because he’s 30 seats away!
