How do you solve it?
Well it definitely won't get solved by writing it off as inevitable. Successive administrations since 2007 have just ignored the north of Ireland and hoped that its problems will go away - and since the Brexit vote it's pretty clear that a much more interventionist approach is needed. It's telling that the Prime Minister hasn't actually been to visit Belfast amidst the current riots, such is his indifference to them, even though he leads an allegedly unionist party which should be able to find common cause with the loyalist communities where the riots are taking place. Instead, we'll get more lip-service but no action.

Of course, none of this is helped by the elected representatives from the north of Ireland itself. I used to spend a lot of time in Belfast and around Stormont in a previous job, and I was always struck by people saying that they needed an end to sectarian politics and the orange-green binary - but then consistently went and voted for parties who would only ever reinforce it.
