Yes it can.

Some terms are legally protected but you'd be amazed just what you can get away with. By way of example if you claim to be a barrister, and you have not been called to the bar by one of the four Inns of Court, you commit a criminal offence. However you can call yourself a lawyer without any qualification and that's perfectly permissible.
As portrayed by Groucho Marx as Rufus T Firefly as an American lawyer. He was flexible in his legal arrangements to say the least, when somebody complained about the flies in his office he replied, “ we’ve got an arrangement, they don’t practice law and I don’t climb the walls “.
